The Evocator (or blackhand key) Wand
effect: Every AP spender cast will reduce the cost of your next AP spender spell by 20%, stacks up to 5 times. Resets to 0% after the 5th cast.
-Your spectral blade spell can now be cast at a location up to 40 yards away
-attacking an enemy will cast a random spell. This can only occur once every 6 seconds.
-Frost Nova now gains the Frozen Mist rune.
-Hydra now summons a hydra beast that fights for you. Each Rune summons a different element Hydra Beast. (infinite hydra that moves with you)
-Turns your disintegrate into a flash ray, and no longer needs to be channeled. (turns a channel into a direct damage spell)
-Your arcane torrent becomes it's own being and channels itself from the location up to 40 yards away.
-successive meteor casts on the same enemies have a chance to crush them, dealing 8% of their maximum HP.
Touching on your arcane torrent one...you cast your arcane torrent-death blossom on click location. Damage originates from the click location and casting lasts 10-15 seconds.
would probably be better considering the A.I. probably wouldn't handle the direct control channeling all that well. It's like an arcane volcano!
-Energy twister now lasts an additional 6 seconds.
-Arcane Orb's obliteration rune also increases arcane damage the target takes by 15%
-Arcane Orb runes are now randomly selected per cast and benefited fully by your highest elemental damage % stat.
-Your Arcane Orb now travels at half the speed and pierces targets.
-Your arcane orb now passes through destructable objects and gains ___% damage per object it passes through.
-Energy Twister automatically gains the Raging Storm rune. (oh GAWD this would be fun)
-Ray of Frost also has a chance to cast a Blizzard, Frost Hydra or Frozen Mist when it hits an enemy.
-Shock Pulse travels at half the speed but gains two more bolts.
BLACKHAND KEY
Blackhand Key is a spine. It's a chunk of bone. The flavor text reads: "The spine of the urdar is known to possess unique magical properties that unlock arcane secrets for those brave enough to wield it."
The urdar is a monster from Diablo II. They're big and bulky, kind of like ogres. Actually, they probably are based on ogres. Blackhand Key itself is a weapon from Diablo II, albeit for the necromancer, not the sorceress.
Anyway, with that in mind, what can we do with Blackhand Key that fits the flavor text and the wizard?
I think in order to recognize the history of this weapon, it has to do something with draining effects. It's a bone. It was a necromancer weapon. Now it's in the hands of a wizard.
- Each enemy slain within 20 yards restores 6-8 Arcane Power.
It's not APoC, which I know a lot of players want back on wands, but it's a way to promote spamming spenders under the right conditions. It may not be optimal against a single target (actually, it's not), but it's something that could see a lot more use in speed farming sessions. I specifically worded it as "each enemy slain," not "AP on kill" because we know how much on-kill effects suck in multiplayer games.
I've thought about what the game would be like if there was a single wand in the game that retained the 10 APoC found on legacy wands. Would players choose such a wand over others?

That's directly stolen from D2's Necromancer, who got quite some hate for that skill because it was too much for many internet connections of that time ;D
However, this would definitely be build changing and has a chance to compete with the WoW. I think, that's an important thing to keep in mind. Don't spend valuable creativity on items that end up strictly inferior to that. I know, it's rare but more and more people get it. I found mine in the first week of RoS and had to create a second Wiz to ever try out different weapons because the WoW reads "can only be removed by a Remove Curse spell" and we don't have those in Diablo.
Also, some piece of history: Sorceresses actually used Wands too in D2V, just like Necromancers because they were still superior to 2h staves
Here's a couple for the 2-Hander Staves I just came up with.
Autumns Call- Arcane Torrent/Death Blossom now lands on target. (Fits the lore text of ring focused and at piece).
The Broken Staff- Enemies damaged/killed have a chance on death to explode with demonic energy, damaging nearby enemies for X% weapon damage and maybe a stun effect (just like Ron Weasley's broken wand it tends to be volatile when used).
Mark of The Magi- Mirror Images last until they die
Wormwood- Changes elemental type of all spenders to poison.
Not necessarily game changing but could make things fun, and are somewhat useful.
Instead of casting a blizzard at the targeted location, you are now surrounded by a smaller blizzard that follows you around, dealing 364% weapon dmg as cold to anything within 15 yards of you.
Storm crow remake: instead of the boring fireball proc, it now has the storm armor-shocking aspect as pasisve.
Ouroboros: Your hydra gains the effects of all runes, dealing damage of the element you have the highest bonus damage for.
Starfire: Your meteor gains the effect of the molten impact rune.
Blackhand Key: Chance on hit to summon a skeletal caster at your side for 15sec. (casters pick a random (yes even holy/poison/physical) element and shoot targets for 150% weapondamage, multiplied by gear bonuses)
- While inside a Time Warp you and your allies are immune to all control impairing effects. - All projectiles caught in a Time Warp turn into a Death Blossom. - Ray of Frost refracts on an enemy.
- Your Familiar occasionally conjures an Arcane Orb.
Awesome post and well thought out suggestion that is in theme and in flavor of the items suggested for legendary powers.
If some of these suggestions are implemented, there will be more variety of the end game build for wizard rather than the 2-3 that are viable at this moment.

The ones I like are:

- Blizzard stacks
- Energy Twisters pull enemies toward them

Ok this is maybe too op is GRift, but tell me realistically who can survive a meteor falling on one's head ?

This is the event horizon rune but with a much lower area of effect.
The Magi--Your familiar now gain access to all rune
This would go well with channeled spell, you gain more damage more ap/s and if you go too low life you gain an absorb effect ( more casting without moving ! )
Maloth's Focus--Fire spell you launch makes you hotter reducing damage taken by 10% each stack to a maximum of 2-4 stack.
I was thinking of something that can give wizard moresurvivability.
Wormwood--Increase all your DOT damage by 50%
This would be great with the new firebird set. 50% might be too high.
The Grand Vizier--Channeled spell now ramps up twice as fast
Less waiting, more damage !
The Tormentor--Disintegrate now jumps from target to target, it's damage is changed to lightning
Basically it turns disintegrate like electrocute but with much higher damage.
Mark of The Magi--Every enemies hit in Archon form get the Mark of the Magi, increasing their chances to be critical hit by 100%
And Now every groups want an Archon wizard ! Synergies well with vyr's set.

2H staves can be used by all classes though. It'd be somewhat logical for even a WD and a monk to use a staff.
I think that 2H staves need to be make WIzard only. Monks, Barbs, and Crusaders already have a 2H class weapon. Give WDs some type of hander, like a largeShotel or something.

It's not a matter of having a 2H or not. Wizards have already 3 class specific items, the wand, the wizard hat, and the source. 3 is the magic number for all class specific items. I don't really think there is a need to break the mold here, but that's just my opinion.
nice post. some of the suggestions are on point and some of which I have thought of before such as allowing crits on arcane torrent to lay mines. Mines are awesome fro AT, but they arent much fun to play with as an outright spender.

Nothing really wrong, values can always be raised or lowered. When brainstorming, it's the idea that needs to be fresh and exciting not the numbers.:D
