Oh they are definitely important, man. The entire first round is spent attacking it and if it fails your units pack their shit and go home. Now you also need gyrocopters. They were totally shitty before, but if someone is balloon bombing you, the gyros are now your only chance at taking them out.

And a quick question about occupation, does it allow you to take control of the towns resources?

No, Occupation just allows you to station your troops there. I think for a very brief patch they allowed Occupation to sift resources from the town but that was long ago.
Occupation works well if you want to launch attacks from land rather than sending them by ship. But then, what I also like about Occupation is people still fail to consider naval power so they'll occupy a city on my island thinking they're gonna attack me or an alliance member, and then we'll box in that town with our ships so they can't escape and send everything in to destroy their occupying force.

Doctors and chefs won't be too critical in smaller battles. If you can defeat your enemy in the first couple rounds, usually the morale of the troops don't require the chef just yet.

True, I'd still like to have a couple in reserve for any large-scale defense battles though.

That was one of the main deterrents that kept me from relocating my cities to your area, it seemed like the alliance didn't really have much structure, or even activity.

Well, I guess being so far away from everyone sort of eliminates the need for structure right now. We're pretty much operating independently and yeah many who have relocated have since gone Canadian on us and quit.

Hell, your best bet would probably be to merge with a stronger alliance, the players in yours are obviously powerful and could boost up any other alliance pretty considerably.
