Yes they would. The main reason for failiure of Hellgate London is the fact that it wasn't Diablo. People just not interested in exploring the Hellgate London Lore.

Actually, picturing Diablo with only old atmospheres, old graphics-rendering and reused scenarios is what I think would make Diablo III suck. It's Diablo III. Thats one more than II, so its still a new game, not a re-make.

I'm not surprised really. I have Hellgate:London and if I had to make a reason why it wasn't very fun, I would say it was probably the repetitive and randoms maps plus badly presented story. The combat wasn't very fun either, the AI was either just stand there and shooting you or charging you like a idiot. Story was not presented in-game very well. I felt like I was going from one quest to another without really understanding where the plot was going. It pretty much sums up as it didn't do a great job immersing a player into the world.
The only thing I really like was the how armors looked. The Guardian and Blademaster armor's looked really cool and so did the high level Marksman ones.

They probably wanted to make D3 similar to HG:L, but blizzard wouldn't let them, so they departed and opened their own studio.

If it was conflicts with a game, it was likely D3.
They had the same conflicts in D2 with Blizzard Irvine attempting to push ideas that would have dramatically changed the gameplay down their throats.
