Okay lets say that I have a weapon that gives +1000-1100 fire damage. will that boost, say on my witch doctor, the damage of my firebombs, or on my wizard, the damage of my hydra or meteor or fire skill. or am I understanding this wrong?
They wanted the elemental damage on weapons to actually do something, and at one point cold damage slowed, but so far they've shelved the idea. Which means the elemental damage range on a weapon doesn't effect anything, because the element that a skill / rune does over-writes it.
It does however effect the Wizard's tal rasha set bonus; The element type on your weapon will trigger the meteor of the same element.

Besides Elemental Exposure - which is intended - the only other occasion where the weapon damage type actually makes a difference are items like Frostburn: if you have a cold weapon it will chill targets and thus freeze mobs, if you have a lightning damage weapon it will proc Wyrdward. This is most likely a bug, but we don't know for sure yet.
