To avoid big numbers, I am using the XP required to get one paragon level 100 character in 1.08 (10454400000 XP) as unit.
Chart 1: If you have this many paragon level 100 (PLVL100) characters in 1.08, then your corresponding account-wide paragon level in RoS will be:
Chart 2: How many level PLVL100s do then new levels correspond to? The scaling after level 1500 requires about 20% of a PLVL100 character for one additional level. To have the three non-core stat paragon tabs fully decked out, (at level 800) is just below 60 PLVL 100 chars.

The Core tab has no caps...you need 200 points to cap all four stats in each of the three non-Core tabs...
And only every fourth paragon point can go into the non Core tabs, so you really need 600 points just to cap each field in the three non-Core tabs, and since every fourth point is used this way, you actually need paragon 2400 (2400/4=600, 600/3=200, 200/4=50) to cap all three non-Core tabs in each of their four stats...this is the equivalent of hitting paragon 100 in the current system ~341 times.

You are right about the no cap! My bad, will update! To my understanding, however, the point allocation cycle between the tabs for each level-up. So you can't, say, spend the first 200 level in the offense tab. Or has that been changed?

Well, unfortunately this is just as wrong as the other statement you wanted to correct. You need 200 points in one tab to cap of all stats - but you need to reach paragon level 800 to get 200 points in each tab. Not 2400. Something went horribly wrong in your calculation. At level 797, you will have 200 points in the core tab and have every stat capped off; at paragon 798, you will cap off offense, at 799 defense, and at 800 adventure. From level 801 on you can then spend every additional point in your core tab (note: this is how I understood it - no one is paragon 800 yet, so we don't know for sure).
