These need to be brought back. They were cool. They had promised to have them in D2, but failed.
Basically, you should be able to wear it as a separate class of armor. Cloaks and capes would fit right over actual suits of body armor, and also over helmets. Generally they should add little AR, but maybe things related to resistance. Resist cold makes sense to me, since it would insulate you. The same with stuff like quilted armor, which I don't think is in D2 armor. Whereas obviously leather and moreso metal would not insulate you too well, and should even lower your lightning resist.
They do that on WoW. And honestly they should have it so you can stack armor. Have a layer of mail below a layer of plate like how they really did it back in the day.
Not to go off-topic but, I remember back in 1999, Verant Interactive (Now Sony) said they were bringing in Cloaks to EverQuest.. after 8 years... nope! Hahaha
Cloaks in D2 woulda been awesome - I bet it will be on Diablo III though.
The more item slots, the less each item is worth. I disagree with a slot just for cloaks, that is the first step toward turning Diablo 2's efficient inventory system, into WoW's, you don't give a crap, give me stats inventory.

I agree, I don't want tons of Inventory slots like WoW or EverQuest.. but I believe Diablo III should have a few more slots than Diablo I or II, without cheapening it.
yeh i missed the cloaks in d2, i hope they bring them back for d3.
if you take the diablo inventory as it is, move the armor slot over a bit and put in a cloak slot would that be so bad?
ok thats not the greatest i made it in about 2 minutes. but it illustrates my point
otherwise i think you might have to go for something more WOW/DND-esque like this;
in regards to the above pic i love the fact it has a "paper doll", so you can see what an item will look like i your character a little better.

More and more people are giving ideas straight from Guild Wars (or close to it)
GW has cloaks/capes but they are only used for guilds (no real value), they are completely customizable and look pretty nifty. Also GW inventory shows the character and you can dye the armor into certain colors and you can also mix the dye to create your own unique color, also really cool.
Pretty much I want is a D3 with D2 perspective, D1 feel, better 3d graphics. GW; inventory, capes, PvP, and dye. Diablo fast paced killing, game play, items, and an addiction worse than crack.

ya they are more realistic to have. But, they should have no real value except for looks, which I was getting @ with GW I really like how they implemented the cloaks to Personalize the clans, it really makes clan(guild) members look more like a team rather than just a bunch of random people together, it's easy to spot when a clan is together and I really liked that.

I think that cloaks would be a good first armor, like before quilted armor, you had cloaks, then robes. But if it is some kinds of addon, then every single character would have a cloak.
If they worked liked they did in Diablo 1, I think it is good.
It was neat that Diablo had capes, cloaks, and robes. It was a shame though that your character didn't appear to be wearing those things. Made all the coolness of it kinda pointless.
You just looked the same as when you started the game. For each class, there are only three (with the exceptions of weapons and shields) appearances they take on. Light armor, medium armor, and heavy armor.
