I think it would be really cool if they added offclass skills on items for set items. D2 had several examples of these like the necromancer set that allowed you to use the sorceress' fireball skill. I'd like to see leap attack for monk, fan of knives for witch doctor, blinding flash for wizard, horrify for demon hunter, diamond skin for barbarian. What combinations would any offclass skills would you like to see?
I think it's been already decided that this won't happen in Diablo III. Blizzard said it broke Diablo II (and I'm kind of in agreement with them on this). Every class will have a unique mobility skill and the overall class theme will remain intact.

I think it only broke d2 from hackers. I think it would be ok if each class had maybe 1 skill not from its class from a set only. I'm not saying they're should be a lot of them. I think it could be very rare. I guess that would be ok if blizzard chooses not to do offclass skills but I think it would be interesting, nonetheless.
I actually discussed this with my brother yesterday, I think the only way it would work is if it was in the form of charges and not just giving you the skill, also not allowing you to use skill-runes with the offclass skills. But it would probably still be imbalanced with the way your limited to 6 skills in d3.
It would be complicated now since each class has they're own resource so charges could work. They could have a cooldown, as well, so you couldn't use all the charges right away.
The concept won't be in the game on release, or likely ever. A while back (I'll look for the quote) Jay himself talked of this and pretty much said it was an iffy idea in the first place which was added to D2 due to how boring the classes became. Jay also mentioned this feature would only be added to D3 if it was a last resort to spice up class flavor later on in the game's life.
I feel there are much better solutions than granting class skills to other classes, and Blizzard will surely find a better solution.

Also, with weapon types being more carefully restricted to particular classes, sharing abilities wouldn't make as much sense either.
