The last time I posted here asking for help I was having difficulty moving beyond T2 with my Cold Wizard. Since then I acquired some Fire gear and switched to Fire based build and found myself able to do T3 easily and T4 efficiently but with slight Surv issues every now and then. I would like to know what I can do to Improve & move up to T5 now please : ).
I can't comment on your definitions of "efficient", but your mitigation looks super low. You have a high hp pool yet only 3.9m toughness.
The ingame tooltip for toughness is not very helpful because it favors hp over mitigation stats, while mitigation is actually more helpful. Rather take less damage than having a huge hp pool that drowns away faster than you can watch.
So if you want to move up in a non-group environment (where nobody soaks up the damage for you), you want more all res, more armor and some super reduction items like String of Ears or the "Unity-set" (2 Unity rings and the invulnerability token for your follower)

also, you're using a shard of hate even though you dont't have any frost or light spells, thus making the weapon completely useless

By efficient I meant I kill mobs at an acceptable pace. As I mentioned I did have issues on certain affixes with my surv. This would be only magnified in T5. So yes I'd love to hear more on how I can Improve. I should start spending shards on belt then...
Sadly I haven't had much luck with 1h. Any specific recommendations?
