Hello there, im a returning wiz, so im looking to see if there is a bis list out for a arch/cm wizard, if so a link would be greatly appreciated, im having trouble finding upgrades and not sure which direction to go in
ive read those, but i meant more along the lines of any particular legendary item's we may want to pursue, like i read on thread that said Tal Rasha's is bis for wiz's then i read another that said Tyriel's is, those kinda specifics is what i was looking for
It's not that easy, because (thankfully) the wizard in D3 is not a complete "two builds, nothing else" story anymore. There are many different builds, slight variations of existing builds, and depending on your play style many different choices for gear. Many times you just want to see what gear you can grab for a reasonable price and create a build around it.
For example, let's take the Tal Rasha's (TR for brevity) vs Tyrael's Might (T M). The worst-rolled TR would give you 120 int, 30 vit, 8% attack speed and 3 sockets - still a nice chest for most of us, and extremely useful if you're on a CM build because it's the only chest with IAS. However, a TR with allres is extremely expensive (and you need allres in the end game). TM will always give you movement speed, damage vs elite, all resistance, and int. However, you can only roll one additional stat, e.g., vitality OR 3 sockets - never both. Which means, a godly rolled TM will never keep up with a TR. But if you are on an Archon build, where speed is more important than defense (your goal is to kill everything before it can touch you or even take notice of your presence), and you're low on money, you might prefer getting a TM. As a side effect, if you have the movement speed on chest armor, you don't need Lacuni's or Inna's anymore and can save a lot on these slots, too.
You always have to look at your gear as a whole: do I need DPS or EHP? In terms of DPS, do I need IAS, crit chance, crit damage, int? In terms of EHP, do I need life, allres, armor? What about other useful stats like LoH/LS, movement speed, pickup radius, health globes? (You want all of this on 1-2 pieces of your gear.) That's exactly why people post their characters and ask for advice on what to buy next - it's always up to your budget, playing style, favorite builds, and existing gear. I myself keep old items and have two, almost three different sets - one for max damage on MP0 in Archon, one for uber fights on high MP with CMWW as group tank, and sometimes mix gear. I rarely pick the same gear+build two days in a row - always trying out new stuff (and I don't have any godly items).
I don't know that there's any specific best legendaries/set items for CM wizards since there are several variations of the build and it depends a lot on what you do, i.e., group play vs solo play, ubers vs key/xp/loot farming, etc. CM wizards, in my opinion, depend on too many factors to be able to have a given bis list.
For Archon, you can just look up the top wizards and see what gear they're wearing to see what the approximate BiS items are. For the most part Archon wizards can ignore EHP and primarily just ramp up dps. At higher gear levels, as you start to cap dps, then you can upgrade pieces to increase EHP.
I think most of the Archon wizards aim for something like the following:
Tal neck
Tal chest
Inna's pants
Mempho helm
Vile Ward
Triumvirate OH
Zunimassa boot
Zunimassa ring
Prowler bracer
Witching Hour belt
Trifecta gloves
Trifecta ring (or hellfire ring for xp)
High dps all physical weapon with some combination of high crit damage, socket, Int, and Life Steal
Again, this is mostly just a "highest potential dps" list for wizards.

d3up.com is also nice.
