My place really was here. I was too foolish and stubborn to notice. But, what I truly hoped for then was here. Why do I always realize it When I've already lost it.
i'd switch arcane dynamo with astral presence and prodigy with galvanizing ward so its gives you can survive a bit longer. besides that looks alright to me.
Why is the Cold Blooded passive in there? You've got only Blizzard as Cold damage and nothing that chills/freezes at all to gain from it.
The rest of it looks fine but with the way the build works (you can only put 1 Blizzard at a time) you don't really need Arcane Power generation - swap that Prodigy into something useful.
Blizzard is not meant to be a 2nd dmg spell, so your build seems to lack dmg.
Blizzard only does 42% wpn dmg per second, and electrocute might do 120% WD /sec. Thats not very much, and you are not spending hardly any arcane power.

Interesting Build I think it could work, but perhaps not very well in inferno. For additional dmg I would switch Frost Hydra for Energy Armor. Still relatively lazy cos the Hydra is a put it down and forget about it spell.

There's still the problem of no proper single target cheap spell (ray of frost?) but it should and be lazy-like
