Im after as much feedback as i can get in regards to what specs will work with what I have, what should I be aiming for in regards to stats and any other helpfull info.
When playing through Hell I was always changing my build to find what works and what doesnt, and for the most part i got through OK. What I am finding now is what did work clearly does not and elite mob packs are usually a massive issue.
Im open to trying new builds so please fire away I just want to improve and hopefully help others.

The first thing I would do is to upgrade your weapon. The price on sub 800 dps 1 handers is pretty low right now so you could get a nice upgrade pretty cheap.
What builds have you tried? Inferno hits a lot harder than Hell so typically going with any of the pets or melee skills is a bit too risky for my tastes. Especially seeing that you don't have much all resist gear. I would go with a splinters build similar to this http://us.battle.net/d3/en/calculator/witch-doctor#aZkUdR!VWZ!aaaZZa.

Another was simular to the second one but pet orientated, so it dropped haunt for Zombie dogs and put in Fierce Loyalty passive.
@ Weapon upgrade, Ill look into it, only got 70k gold so might have to hit hell and farm up some $$$$
In regards to Resist all gear, how much resistance is acceptable??
In regards to DPS whats the best way to calculate that?
I'd say you should either try the darts build or go with a VQ direbats build. Direbats will let you stay at ranged at least. I feel that darts is the safer option but direbats would be more dps if you can keep up with the mana requirement.
For Act 1, I would say 300-400 resist all would be a good place to be... that might be a bit of overkill even.
For DPS, there's a spreadsheet linked on this forum somewhere. If you look at the older threads you should be able to find it. It will let you input all of your stats and you can use it to see how much dps you'll gain from certain upgrades. Generally speaking, you'll want to stack crit %, crit damage and int to get a big dps boost. Once you get around 30% crit, crit damage starts to become pretty good!.
As for your build, what Ruppgu suggested is correct. You should go with a basic Splinters build. If you're going to use VQ with bears/bats you should use 5 cooldowns and keep spirit walk off cooldown for emergencies. So getting poison dart with bears/bats isn't a great idea though some people do it.
The key to D3 is obviously elites/champion packs. You need a build that can consistently survive all the affixes, which is difficult. A lot of builds will seem pretty good until you find a champion pack that destroys you.

Basically the same thing that was suggested, but I changed 2 of the runes to make it a bit easier. Healing Journey might be better depending on what regen you end up with from LoH, etc as Reflect packs can be pretty annoying.
The most important stats are crit % and crit damage %.
You can do just fine with ~300-350 resists, equivalent armor, 20-25k life, 1600 int, 25% crit, 150% crit damage, 1.5 speed, 600-800 DPS 1H, 30 regen. That will give you like 25k damage. That's not good by any means, but it's doable especially with Soul Harvest. At that point you just want to increase your crit damage and intellect I guess.
Splinters is a good build because it allows you to get a 1H w/o mana regen that has high crit damage % (with a socket). Then you can get some regen from helm/off-hand, or just helm really.
As was suggested, you need a new weapon first and foremost. Beyond that, you need an offhand with 6%+ crit chance and a helm with mana regen most likely depending on whether you can get an off hand with mana regen (mainly just look for crit / int).
You could go with a Dire Bat build if you really wanted to, but a dart build is a lot easier to gear for and easier to play. Zombie Bears will require much higher resists and life than what you have.
I should also say that with a Dire Bat / Zombie Bear build you need like 50+ mana regen PLUS a Mana rune of some kind like Honored Guest, Swallow Your Soul, etc. Maybe you could avoid that if you have a lot of +Max mana or something like that.
Basically it just means that you have to spam these abilities on white mobs to keep your mana up but against elites you slow down your DPS and save something like Honored Guest for staying alive vs getting mana back. So you can't spam damage as hard on elites, which is okay since you'll be kiting.
If you get 50 mana regen w/ no mana rune you'll likely run out of mana clearning white mobs.
