Is it true that there is a cooldown for the proc on Rimeheart? Even tho it is 10% proc on FROZEN enemies? Also, does this proc on elites? Some people in game have said no.
I have no idea about the internal cooldown because really, it's kind of hard to test since you need the mob to be frozen and only then you have 10% chance to proc.
Rimeheart is a broken weapon imo. They will most likely "fix" it at some patch in the future but that still has not happened. I've tried different builds trying to utilize Rimeheart on wiz / monk / barb and all of them failed (both on live and ptr).
The 40% chance to freeze from frostburns and then 10% chance to proc RH just diminishes the damage potential output to nothing. Even when not relying on FB gloves and just using a freezing spell, i could not find a way to proc it consistently.
Rimeheart also has an ICD as well, I think. 4-5 seconds.
False, unless it's on the same mob and i dunno, cause i have killed 2 different mobs in rapid sucession with it, i'm using a rime build atm with ap regen and frozen solid and i can keep normal monsters frozen forever, there are cases where there are 2 monsters next to each other and i shoot magic missile (mirrorball) and they both take the rime hit.

Rimeheart has no internal cooldown. This rumor came out of nowhere in a B.Net thread and was debunked by some testing instantly (thread here). Would be ridiculous to have a 5s cooldown, it would make that weapon's damage instantly worse than almost any of the other proc damage effects. (Regardless of the ICD discussion - Rimeheart is extremely weak at this point and only a fun tool to generate damage spikes, and serves no useful purpose in endgame at this point.)

/shrug, best information I have has it listed as having a "very short" icd...whatever that is, on the Legendary mechAnics guide. If it's wrong, it's wrong.
Yeah. Proc rate, proc coefficient, proc scalar, proc value... are all used as synonyms (although not all those terms are correct if you are nitpicky and have a maths background, but that's off-topic). As soon as someone talks about "proc anything" usually those numbers are what everyone's talking about. However, those can't be tested anymore since 2.1 (LoH was used to find out proc rates, and since LoH is not proc-based anymore, there's no reliable way to test those values). So in a few patches those numbers might be totally off... and all conclusions drawn along with them.
