Does the % to holy damage only go towards any holy damage on your weapon, or does it add a % to your total damage?
I don't know if any Blues have touched on the subject of X% damaged added to Y-Element as of yet. I wouldn't be surprise if it was "bugged" and patched to work as the description state in the future. However, with the backlash to all the nerfs (esp since we're doing with RMAH), it may very well stay the way it is. Quite a gamble if you want to purchase them, but they are pretty good items/sets. A flat dps increase is always good.
I had a +6% Inna's Blessing drop the other day and picked up the pants with 1 socket for 400k. Overall I lost some dps and vitality compared to my rare set, but the gain of all resist and the 7% MS more than made up for it imo. And as my dps goes up, the +holy damage should scale with it, making it more and more valuable.
I've been sort of worried that they'll fix the "bug" with how the +holy damage is calculated, but I think Blizzard has really backed themselves into a corner with the RMAH being released. Imagine the outcry if they changed the properties of items that people paid real money for. I'm sure this is the reason why the current Natalya's set bonus will not be changed, but more than likely new drops after the legendary update will be different. I would expect the same approach to be true for Zunimassa's and Inna's sets.
Be warned: There is something extremely funky with the bonus damage on innas belt that prevents the bonus from working but i haven't been able to track down the cause. I believe it has something to do with the type of weapon you're using, and whether that weapon has elemental damage on it or not. Make sure you calculate your pre innas dps and compare it with your post innas dps to determine if the bonus is indeed working or not.
They are all aesthetic, except cold damage, which chills targets and conversely gets a damage reduction to account for the extra utility.
So I think that those flat increases are working as intended
The idea of it being a bug, is that it says "Add's 5-6% to holy damage." Is that meant to imply that it calculates 5-6% of your total damage, and then adds that much more as holy damage (as it appears to be working currently)? Or is it supposed to total any +holy damage from any gear or skills you are using, and add 5-6% of that. The difference would be huge.
As Lucidity points out, there is definitely something very funky with the item right now, my dps changes frequently with no rhyme or reason. I haven't been able to figure it out. It seems to be working most of the time, but occasionally it seems to stack twice. I haven't done any calculations. I have read speculation somewhere that the issue is caused by interaction with your quiver.

I couldn't say, what I take from that quote is that any damage is calculated just as damage (except for cold of course) so it doesn't matter how it's called, it's just one number, so when I read +x% to Y damage I just read +X% to damage.

The OP is talking about the % to an elemental dmg found on certain legendary items. You would think when it says 6% to cold dmg it means that only your cold dmg is increased by 6%, but what it is doing right now is increasing all dmg by 6%.

Figured out how the % damage works with the help of various damage calculator and random threads.
your weapon min damage
any other items that have +min damage stats (rings, amulet, etc.)
tricky part: if your weapon has any non-physical damage, remove that.
Take that number, multiply by the % damage on the Inna's set
Add the bonus damage to BOTH mininum and maximum of the overall damage. You can either put this number in the min/max damage column or add it to the weapon min/max depends on your DPS calculator.
Example: Weapon tooltip shows 250-300, +50-100 arcane damage, in this case, your pure minimum physical damage would be 200 (250-50).
Let's say your ring/amulet has +10-50 damage/+10 mininum damage, add 10 to the number above to get 210
Let's say the Inna's give you 5%, 210 * 5% = 10.5, round up to 11.
So your mininum damage should be 250 (weapon) + 10 (ring/amulet) + 11 (Inna's) = 271 your maximum damage should be 300 (weapon) + 50 (ring/amulet) + 11 (Inna's) = 361
You can confirm your raw weapon damage by removing your left/right click skill from the bar (credit), and it will have an bow/arrow icon, if you hover over it, it will show you 271-361 damage in this example.
SUPER convoluted, but it matches with the DPS calculation and the tooltip.
Theres a simple way around this peculiar bug. If you have a weapon with elemental damage, the damage from innas belt doesnt seem to directly apply, however, if you FIRST equip a weapon WITHOUT elemental damage, then the belt, THEN your real weapon, the damage will add up.
I'm experimenting with this right now. with my 6% inna's, if I take the belt off, equip a 1hbow (with no elemental damage) w/ quiver, then the belt, then my xbow, my dps is 58547.80. If I take it all off, equip a 1h sword with no elemental damage, equip the belt, equip my xbow, and finally my quiver, my dps is 59063.36. From this last number, if I take the belt off and reequip only that, my dps climbs to 60074.84. This is a different result than what you are posting. Are you using your belt in conjunction with a bugged set of Inna's pants? Mine have the working attack speed bonus, I wonder if there is an interaction between the two changing things.

While looking at bow upgrades today, I was doing this calculation, and found that a 2h bow (not xbow) normally has a minimum damage very close to the minimum added elemental damage. The result ends up usually being Inna's Blessing adding a mere 6 min/max damage. My xbow gets about 26 min/max. Just something to think about if you're shopping. A bow without any elemental damage is going to benefit much more from Inna's bonus.

Yes, absolutely. A xbow without any elemental damage will net the best bonus. A standard bow with elemental damage will yield the least bonus. Of course, it is bugged right now so you can get the bonus of a weapon without elemental damage using the method described earlier in the post, but it will probably be fixed someday. I just think it's important to be aware of if you decide to use a bow over a xbow.
Finally got my belt and when I moused over the belt it had my dps dropping 1.5k but when I equipped it, it jumped up about 2k. My xbow has no elemental damage. Glad I made the purchase.
