It's based off weapon damage. 1 INT = 1% increase of your weapon damage. If you have 100 DPS weapon, then having only 1 INT increases your damage by 1, therefore making it 101.
Let's scale it up a bit. If you have 1000 INT with a 400 DPS weapon, then you increase your damage by 4000, therefore making it 4.4k DPS.
Let's use magic weapon as an example for this. Let us say you have 8k DPS with intelligence, weapon damage, and attack speed already included. Magic weapon gives you a 30% increase in damage, so we know that 30 percent of 8000 is 2400. 8000 + 2400 = 10400.
