I had 2 friends of mine join my game after I had defeated the skeleton king. They were level 1 when I was level 9. It was very difficult when they first joined, but once they leveled up a bit it got easier. By the time we finished act 1, I was level 15 and they were both level 14.
edit: they were definitely getting experience from the monsters and not just the quests, as they were leveling up while killing monsters as well as while handing in quests.
