Nah, this happens to everyone. It is typically caused when the server and client get out of sync. The client gets input from you and predicts your next position on each frame. However, the server is still the authority on what actually happens here. They usually agree on the details, but if the client makes a prediction that differs from the server's response then the client must correct, and you see this rubber band effect. It happens to me on my Wiz.
There could certainly be other factors at play (i.e., more prone to happen when using ability X, a bug in the client and/or server, etc.), but this is usually why it occurs.
