no, you are misunderstanding me. Let me try to rephrase it. They have described the new system as a pool. I think that each pool you go into will allow for different skills and different levels. There is still plenty of customization because you have to select what you want out of each pool.

if you get 1 point per level, then you get to put them in a variety of skills since you can't increase 1 particular skills. Each skill could be upgraded at different levels.

yeah, maybe all skills have the potential to be as damaging end game. Maybe they just put a limit on character level on when you can level up that skill.
For example:
lvl 1 skull of flame - 6-8dmg
lvl 2 skull of flame - 25-30dmg
lvl 3 skull of flame - 100-125 dmg
but you can't level up skull of flame to lvl 2 until you reach clvl 10 and lvl 3 skull of flame at clvl 20. That way all skills are viable end game and it is more of a preference of what you like to use rather than which one is the most damaging.

^ It is thinking like this that causes Blizzard to redesign how skills work. Blizzard doesn't want everyone to just bypass the early spells and max out end level ones. I think that they will be making first level skills effective end game through leveling and skill runes. Blizzard wants every class to have a multitude of different skills to use and not just the same three at high level. I think that this is why they got rod of the tier system.
I think Skull of Flame will still be very effective throughout the entire game. I would like to add the rune that causes it to splash and leave an AoE.

Yeah, I assume that is where the inspiration comes from. Most people probably won't remember this but thy had originally planned on the to have a fetish travel around with him on his back. They decided against it because they said it looked to awkward. Too bad, that would have been awesome.

The lore of the Wizard class is that she is supposed to be above elemental magic. Granted, she has "storm" which is lightning and cold but the other skills are arcane and conjuring. Fire is given to the because fire itself is very primal. I think it matches him well. They also had to give it to someone, it's too classic to leave out.
If you want to see what skills the wd has, check out the wiki. I personally updated all of his skills based on the blizzcon 09 demo. He has some pretty cool fire abilities. My favorite is a ring of fetish that breath fire.
