I find it odd that you cant cast spells whilst holding a weapon. Seems like characters who want to weild weapons and cast some spells will have a hard time unequipping/equipping. Unless shouts cover all sorts of magic - damage, controll, buff, debuff, heal etc.
Btw are there any other ranged weapons aside from bow? I.e xbow or thrown?
You can have a spell in one hand and a weapon in the other. I think the only ranged weapon is bow.
Oh yeah, I've got another question. Does anyone know if there's going to be a hide helmet option or something? I'm gonna be a sad panda if I can't see my bengal tiger colored Khajiit.
It looks like there is no hide helmet option. Thats why many roleplayers dont like the armor perks... because you need a full set of armor for the most talents to work. Especially as assassin/thieve I would just use a cloth hood and not a lether/glass helmet. But yeah... I'll start as a Orc Berserker... so no need for hiding my helmet... because an Orc in full heavy armor looks way to good to hide parts of the armor.
They always say that the "softcap" is at ~lvl50 so I have 3 more Perks to spend... but I'm not sure what to choose maybe Steady Hands for Archery... but I guess thats not needed. In the end I will spend them on speech for better trading.
The funny thing is, I tried to plan an Assassin/Thieve and they need way to many Perks <_< pure Warrior is fine... and I guess pure Mage is ok to, but as an Assassin/Thieve you still need points in the Combat Skills (Bow/One-Handed) and so you have less perks for your thieving/assassination talents also Sneak looks like you need all the perks if you want to play an Assassin... thats 13 points that are needed <_< (but you get things like 15x Backstab dmg with Daggers Oo)
Edit: Note that the softcap is just that... a "soft" cap. The max lvl is ~lvl 75 so if you plan to get all your Skills to 100 you get way more Perks. Bethesda only said that after lvl50 you will likely have beaten the game and you will be so powerful that there isnt really anything to do. But then again... why not max your char... just for the fun of it.
Thanks for the link to the perks!
I always liked fighter style characters with a little twist, so i will go for some stealth using an axe and alteration skills (paralyze and armors), supported by light armor and alchemy.
One Handed: (12): Armsman (5) + Hack And Slash (3) + Fighting Stance (1) + Savage Strike (1) + Critical Charge (1) + Paralyzing Strike (1).

Which perfectly adds up to 50.
