Hype expectations are very hard to meet. It's kind of a double edged sword whenever that happens, and I prefer it when Blizzard surprises us rather than try to hint at something that will never be as big as what people expect it to be. But if they never hype things up, people end up overlooking the announcements too. Look at Starcraft, very little attention was given to it and even my Starcraft friends didn't know of the new Co-op commander and 3rd Nova pack mission. It all goes under the radar.
I think something like D3 expansion would have been great, but we kinda knew it wasn't going to happen considering how long its been and with the loss of a couple key D3 developers. D4 announcement would have been fabulous, but it also signs the death certificate on D3 if announced this early. Even if D4 was years away and only in pre-development, people would be focused on that and overlook a lot of D3 anyways knowing where the Dev's focus is on. I think they're working on D4, but keeping it a secret prevents people from jumping to conclusions. It prevents spoiling a movie by talking about its sequel. They want people to stay invested in D3 and not just sit and wait for D4; and some of this content they revealed is indicative of that. Of course it's not D3 expansion worthy of an announcement, but like I said it's probably because they're actively working on D4 early development.
