I got both games, I'd say CSS is not comparable to CoD4 for many reasons.
People say CSS is balanced, but I feel not. In CSS you still have to earn money, and those on high money get good armor, weapons and gears. It takes a bit of shooting to put you down. And good snipers always take you down.
In CoD4, the maps are more challenging and the game allows camouflaging, temporary running and many aspects that are more dynamical, compared to CSS. This allows for better chances of winning even without good gear. As well as that, you can easily get wounded, and life is more realistic. A few shots takes you down, and there is no crosshair bug like in CSS. As well as that, movement is more realistic, you actually feel like you are moving in real-time with bob-movement, and realoading and running is more realistic. And if you get a good weapon, like an RPG or whatever, you still can be killed easily if you are not skilled.
CoD4 also is newer, better graphics, I like the feel of the entirety and the missions are better made and more friendly.
