From the looks of it the 960T is actually a 6 core processor which has been locked and sold as quad core for some reason (unstable cores, bad 6core sample). What this means is that if you are really lucky you can unlock the two disabled cores and basically get a 6 core for the price of a quad. Sometimes the extra cores works fine but have been disabled, but still can't be sold as a 6core for some reason.
Both processors should overclock really well even though the stock cooling may be a bit lacking.
According to http://www.cpubenchm...et/cpu_list.php they are very similar in terms of performance so I would go with the 960T which as a lower power consumption rate and the potential to unlock two extra cores if you want to go into that! If you don't, or it doesn't work for your CPU then it's still going to have good performance for the price.
That said the 955BE has proven itself a very good value CPU time and time again so you can't really go wrong with that either.
The X4 955 BE is quite legendary in gaming setups. It's, I think, an equivalent to a 3-rd revision i3. From what I can see it's a bit faster than the 960 but that comes with the price of more power consumption (as it's obvious from the links). I'd go with the 955. :]
But, to be completely honest I'd spend a few more bucks and go with the i5 2500k.

The first is a bit older I guess, but has a lot more purchases/likes. The second is a newer one for the same price, but not much different really...
