In response to 30% dmg mitigation mantra on monk, Eye of Etlich (ranged mitigation) and String of Ears (melee mitigation) each provide substantial dmg mitigation. You could also consider elite dmg reduction stats for this matter. I expect most monks will take the 40% all res mantra in place of this, as it will be in effect 100% of the time, rather than just when below 50% hp, particularly with LoH and atk spd changes (less likely to remain below 50% hp for 100% of the time).
Dodge was deemed as being inconsistent on it's own, which led to the dex rework. Adding dodge on top of the armor we now have would work more like having a shield, while wielding either 1 or 2 weapons (dual or 2H, or maybe even a shield? :p). This would allow dodge to act as a secondary defensive stat. For the record, I was perfectly fine with a 50% dodge monk, so 70% and way more armor/res sounds like a great tank build. DPS monks probably won't use either of these buffs due to dmg trade-off.
As far as the new crus set goes, it needs to compete with akhans. I agree that the atk spd bonus seems way too high, especially when you consider that shield bash will also be affected by atk spd (faster animation for more dps), and not forgetting of course. the 100% dmg bonus (shield bash and sweep attack) from the same set. Basically they had to OP the set to make people want to farm and test it; this would allow them to gauge its effectiveness, and from there, they can scale it down.
That new dagger for WD looks pretty OP, its essentially an extra 5 perma stacks of dmg. There was another dagger mentioned also, which would synergize well with fetishes and carnevil, causing fetishes not only to shoot poison darts when you do, but also for those darts to pierce. I would imagine this would be similar to a perma-bowmen + amazonian parma crus.
Also, you have missed the change to meteor, specifically star pact. Jaetch has made a great vid of how this now works, and it looks like it would be fun to play as a pure DPS wiz in group play. Basically, 1.2B+ crits... nuff said.

And, for that, you gain 10% int. Why? So you can overkill those pesky white monsters 10% harder and, still, kill elites slower? Noooo thank you.
