Wyatt Cheng replied to a tweet earlier today stating that the % bonus damage to specific skills that was recently implemented in the Patch 2.4 PTR is here to stay. He explains there's pros and cons to it. Read it below.

Adria Bug is Back [Solved]
With Patch 2.3.0b being deployed earlier today an old bug came back: one that made Adria invulnerable during her boss fight. This is particularly dangerous for Hardcore character - so keep that in mind when playing.

As you may have noticed, Patch 2.3.0b launched today, which doesn't contain any gameplay, balance, or content changes and is designed to prepare us for the future launch of Patch 2.4.0.
However, it was recently discovered that a bug that previously existed where Adria could become unable to be targeted or killed has resurfaced in this minor patch. We're actively working on a hotfix to address this issue, but we want players to be aware and we recommend avoiding Adria at this time (particularly with Hardcore characters).
We sincerely apologize for any confusion or frustration this may have caused, and appreciate your patience while we work to resolve this issue as quickly as possible.
PTR 2.4 Firebat WD
Anthony Evans has made a video going over a Firebats build for the Patch 2.4 PTR, capable of doing Greater Rifts 79 and above. Very interesting playstyle that may please those who miss using this skill. Check it out!
I dont like how this build forcing to stand still and channel small radius of aoe.
Also, its seem like all the builds now rely on the two set of rings, do regular sets even viable anymore?
Toxic dog build which you uploaded, also looks similar - no set, only random items with this set of rings.

Reading the reddit post from Wyatt, it just says what we already know; builds are built around items and let's face it, all Hota Barbs are using Gavel and they will still use Gavel as their main weapon, with or without the +200% bonus damage. What are we discussing here precisely?
You people whine regardless of what the devs do. You whine because it lacks diversity, and at same time you play the one top-ladder build, jeezz... They created diversity and you still whine, since not all builds can do exactly the same grift level! And how the hell can you even say anything about skill when it's all about randomness (which I like) in D3? If the levels were static that had been one thing, but it's a random clusterfuck, and comparing anything is actually quite hard.
So pull your shit togheter people! There is a LOT of choice now, you just have to accept that not every build will do the highest grifts - but that does not mean it cannot be fun or used to farm xp for that matter.
A single percentage on LoN just doesn't work, sadly. What is good for one class is too weak for another.
Pretty sure he's referring to Wyatt replies on skill bonuses. He elaborated on that on a Reddit thread a couple hours later - we will feature that in tonight's news.
What is funny is that Blizzard started adding % bonus as an affix last patch with Helltooth and people only started complaining and thinking it is a bad thing right now, after a streamer made a video. Funny enough, this streamer complains about the lack of diversity but forgets that he was the one that last week made a video saying "RIP Static Charge" just because Blizzard was trying to increase the diversity by making other things at least compete with it.
Let's face the facts, every class will have more than 3 appealing builds on 2.4, that's the truth. What people forget is that there is only one room for a number one, and that person will reach that spot with ONE build, causing everyone else to copy it. It doesn't mean that you will not have the option to try something different. Imagine if the chinese guy who discovered the Static Charge build haven't tried different combinations: We will still be pushing with Uliana's complaining that there was no diversity.
Furthermore, let's look at Helltooth: What Blizzard did to its complementary legendaries by adding % bonus was really great, because after all, if you are playing a Acid Rain build, why would you not use the staff? There is not only one way of itemization, and it seems that Blizzard is trying to make different builds work different from each other. They will not revolve all the game arround you being able to do anything because itemization is also about choice. You cannot have it all, otherwise everything has an easy answer. You still be able to cube Gavel, but as everything is a matter of choice, you will have the option to not do it if you think that there is another stronger combination.
