As is standard with anything Blizzard says, there are no guarentees, but the fact that they are comfortable saying there is a good chance of release in Diablo III is good news by itself. Surely there is plenty of work left to get the game ready for release, but this quote implies that much of the game is completed and needs to be balanced and polished to Blizzard's high standards. Again, this is not a guarentee that we'll all be playing Diablo III this year, but its the best news we've gotten about it so far. Hopefully we can get our hands on a beta soon, a scenario which is seeming more and more likely.
In case you didn't know, during the financial conference call last month, Mike Morhaime told us that we would hear more about the beta during the Q1 2011 Conference Call in May. That statement, along with this interview, makes it seem like we may finally be approaching the light at the end of the tunnel.
To further reinforce this, yes, its "The development is technically completed." Actually the translation at the top is 99% accurate, and in meaning, its completely accurate.
They have nothing to fear when it comes to technology. I'm sorry, but D3 and SC2 are already behind and are far from anything special in any way. However, Blizzard proves that they don't need to beat the technology to be successful.
We're coming in a graphic era where "better isn't.. necessarily better". What that means is, you don't need more. Especially with a more dedicated art style, there's no need to farther along in technology to have a visually appealing game. Polygons aren't obvious, everything can look clear and perfect, really.
Unless we step into some miraculous advancement in graphics, there's no way the technology getting too old is any kind of threat.

Anyway I am looking forward to seeing this game, either beta or the final some time later.
But the WoW beta had everything. Possibly cause it had an enormous amount of quests and events that needed testing. So far we have absolutely no idea how many quests/events Diablo III will have so it could go either way.
Now if we trust Jay Wilson's word on the "about 6 months from the beta launch to release" we might aswell get the whole package.
If it's still too fast for a release than it's just wrong to push.
Yeah starting a closed up beta is no worries on product damaging. But does that mean all creating process are cut off by the activision. And Shrines are in the game already? Some stuff had just gotten mentioned pass two month.
First thing we do when/if we get beta keys will be to find a fun way to give them away, count on it!

2. Beta testing is good but it spoils the real game for me. I wanna be a complete noob when I play this game.
I would imagine that they would polish it before they aim for feedback.
And does the development also include the Battle.net interface?
And as far as the Male DH, they've probably had him for a while. He was delayed because of animations, but the look of him has probably been set for some time. They probably have a lot more done than they are willing to show us, simply because they want to give themselves the option to remove/add stuff as they progress. Also, they have said that creating each class and implementing skills and rune effects for each class has gotten easier and easier, because they can build upon previous classes, or use rune ideas that they had on the drawing board for a different skill.
Overall, we don't really know exactly what this quote means. But it certainly seems like they are making good progress towards a beta and release.
