I've got to disagree. I'm tired of hunting through auctions so I've got some REALLY AWFUL gear pieces still on (like 40 strength, 240 vit, 20 phys res, no other stat pants), and I'm using a 957 MH (axe) and 460 OH (mace -- 800+ LoH, 84% crit + socket -- found just a couple runs ago, over a dagger with half the LoH and 30% less crit), sans Wrath (using bash for the moment; looking to switch wrath in when I get a mighty weapon) and A2 elites die in seconds solo, with only shielding/extra health having any chance to survive for an extended time.

I think my damage will come up to a considerably reasonable A3 farming level with a mighty weapon and good chest/pants/belt that I don't have yet. I've no intention of changing the OH.

If you think a 950 DPS weapon is expensive for farming A3, I don't know what to tell you other than to not farm A3. I rolled through A1 using a pair of <500 DPS weapons that both had LoH when I was lagging out really badly.

Someone would have to do the math between this and a thread on damage of WW/sprint breakdown; it's a complex question. For the tornadoes themselves, you're better off with the crit/crit OH (especially if it's fast for faster tornado ticks), but the MH/OH combo will depend more on your setup. With a mighty weapon MH or with many mobs, you'll get lots of WW out, but at low(er) crit, or no mighty weapon MH, against 1-2 enemies (QQ ranged) you'll primarily be using sprint to do your DPS.

For more details about how YOUR weapon options show up DPS-wise, see the Wizard DPS calculator. Otherwise, the discussion boils down to: 2h is slower harder hits, 1h is faster + offers OH stats (AP on crit, MF, etc.), 2h can't melee wizard, 1h makes better use of any LoH you're relying on for reflect damage or getting hit (don't get hit).

Hydra and blizzard are both DPS normalized rather than relying on your weapon damage, although that doesn't show in tooltips.

From personal experience, crit > resists >Int/crit damage (to beat bosses; elite packs should offer no serious resistance) > vit/LoH. Vit and LoH, ironically, scale inversely with crit. If I had ~60% crit, I can't imagine losing diamond skin. As it is, it shouldn't be down for long (unless I'm facing invulnerables or shielding... I'm not sure which I dislike more).

Act 2 can be done really well with around 4-5m gold, although I can't touch A3 at all without a barbarian giving me war cry. Obviously some of my non-allres gear needs to be replaced (I've got maybe 4 pieces with no resistance?) and things should run smoothly again. Alternatively I could pick up another 8% crit for chainspamming ice nova/diamond skin...

    buffed:
    7.2k armor
    21k DPS
    32% crit
    1.7 APS
    ~20k HP
    620 allres

Act 1, by comparison, gets silly. The butcher is almost a threat (what?) for lack of single-target based abilities in my build (dropped meteor for exploding wizard to deal with fear), but the briefest elite packs take all of 5-6 seconds.

Irreplaceable for a cold monk, and severely incredible for a DH as well.

Will take bids in gold, offers to post RMAH, or ridiculous melee wizard gear.

Can be found ingame as Kael#1615
