andersx, I applaud your trying to help on the subject of affix re-rolling but the empirical evidence says your charts of percentages are way too generous. First we do know you can roll Vitality twice when trying to replace an original Vitality affix. Secondly anyone who has done hundreds of rerolls by now knows the game weighs certain states more favorable than others. I spent 22 forgotten souls on a 2300dps Azurewrath before I abandoned the socket affix and salvaged it. Unfortunately we may never know the breakdown as this group of Blizzard employees aren't sharing the same way they were back in 2012.
I really wish Blizzard would put in Profiles already.
You ask if it's still possible to do Act3/4 with two handers. The answer is yes, but your gear has to be superior to that of a corresponding Sword and Board or Dual Wielder. You lack the necessary stats to do it efficiently based on what you've told us. Need more HPs and Resists and even then you're going to be kiting. Unfortunately 2H doesn't lend itself to standing in the middle of champion packs the same way the other builds do because of a less defensive nature or life gaining strategy.
You use the word obsolete concerning 2H, I believe the word obsolete is not the appropriate word, inferior I think is more suiting. You don't play 2H because it's a better build to kick ass with, you use because you enjoy the play style and seeing big numbers. With enough gear, you can force 2H to do well, but it will never match sword and board or dual wield in terms of survivability or damage output, respectively. Dual wield will continue to dominate damage until critical damage is capped in some way or until 2Hers get two sockets. Never has the game been more easy on 2H players than right now, so if you can't make it work now, you would have really had a hard time prior to the nerf.
You've asked an opinion question so I will share my opinion.
You mentioned you play a Barb (as do I) so I will say that you should play the class that gives you the most enjoyment, not what class is most efficient, because if you're not having fun, you won't spend the time to farm. The time spent playing this game is far more important than efficiency. If you're anything like me, I can't stand playing range classes because I hate to kite. I like getting up in the action and smashing things. If your Barb is already sailing through act 2, then just use this new found gold to enhance your barb. If you were a new player and didn't already have a good starting point (and still had 100m to spend), I would tell you to play Monk because monk is easier to gear up for act 3 than Barb IMHO. I think Monk is an amazing class (mainly because One with Everything is so good). GL to you.
Just speaking my mind on this... if all it has is 10% crit, 80 RA, 94 Dex, and 44 Cold Res, it wont be a big gold score. My reasoning is this, Your target customer is a Barb as we're the only class that should be using shields. Yes I know all classes can equip but that's just a stop-gap until they find what they should be using. Barbs don't give any value to Cold Resist and Dexterity. Strength and RA is our bread and butter. So 80 RA is a great start, but 10% crit is very minor as Barbs concerned with critical hit are even more concerned with picking up critical damage, and this shield precludes using a secondary weapon that brings any where from 100% to 200% more critical damage to the total package. I'm not saying 10% crit doesn't have value, it absolutely does, it just has less value on a shield because of the trade off. I can't give a price check because another factor you left out is block %. Big difference between a 10% block shield and a 20% block shield. Sorry for the long winded response, I hope you and anyone who reads this learned something from my effort.
Cheaper to gear up for tanking purposes (ie double-stacking of resist affixes).
Resolve (passive) + Concussion (rune) is easy mode when reducing incoming damage.
Monk is easier to play for someone new to the game, Barbarian requires more attention to play well.

Hope this helped some, good luck to you sir.
