That's how I *want* to understand it also, but it is hard to tell from the Blue post where the two lines cross. I'm sure Blizz themselves don't know yet where those two lines cross.
I'm not sure if I like the change or not, but I'm leaning towards NO.
I liked the fact that once you mastered the end game you could farm wherever you wanted. Now it will be back to Baal runs, looks like.

Like Serefkana said, in Inferno, special mobs drop better loot than bosses, so you won't see this scenario.
The purpose of the Nephalem buff is twofold:
1) to make killing Bosses useful
2) to make skill choices more meaningful -

That said, here are my opinions of how I would like it to work:
1) It should stack to 100% within 1 hour and, fall of gradually at half that rate.
2) It should be halfed when killing a boss, like others suggested. This would give you the feeling that you can freely take a break from the game without being punished too badly, but it also encourages you to keep going.
3) Dying should also cut your buff in half. Removing it completely seems too harsh, especially if you die at the boss which is your goal and which has been the reason of you farming the buff. However halving the buff is enogh punishment for you to avoid death at all costs. -

OT: I don't find Wave of Force lackluster. It may not look as flashy, but looks very, very useful. It is also clear how you can use the runestones to turn it into a more defensive or offensive ability. I like it. I also agree that PvP without some sort of ranking and ladder system is totally worthless :/

Salvaging items will be the only item sink in the game, I just hope it's enough to prevent the market from flooding with powerful items.

Hell yeah, people new to the game will be wondering how we got them
Though I can very well see Blizz adding more exclusive sigils or backgrounds etc for different reasons, like some anniversary or something like that.

That said, the funky part is that you need to install the darkd3 libraries inside the D3 game directory. Not sure why that is, but it does make it a little suspicious. I can see Blizz having something against a 3rd party program running like this.
