Pvp focus, i think, would be the most appropriate course of action for post-hell content. it lasts longer for the amount of work involved and is an opportune moment for people to really show off what character development they've ...well.. developed.
A style of action similar to that of icecrown world pvp areas (WoW is a good example of extensive endgame material, despite being a completely different style {its not hard to see how one could incorporate ideas between games)).

as far as i see it, people like to use the weapon that adds the best versatility to their abilities.
dual wield in d2 was only effective in builds where you would only use it with dual wield or you would do increased damage because of the potential in items available. d3 has them as an aesthetic and playstyle option with somewhat balanced pros n cons.
2h weapons were left obsolete when it came to the most effective single target damaging abilities, which was where it was most useful because the effects of a shield were more impacting in hell. They balanced this problem by increasing the usefulness of 2h in d3.
1h weapons would accompany offhand items with stat boosts, in use for spell casting characters.
I dont think adding a buff to 1h weapons makes more sense than adding a debuff to a character dual wielding. As far as im concerned, the use of all your limbs when fighting at a superhuman level should maximize your potential. legs = placement support

Dying by yourself takes a lot longer to fix than dying with friends because of revive. i Think the damage / health ration becomes very tilted and you could find yourself taking huge or dealing very small damage instantaneously.
