The Devastator is a crafted item so you will need to talk to the Blacksmith to be able to craft one. If you haven't yet found the plan for it yet just keep running T6 rifts and hopefully you'll find it soon!
For the problem with your toughness, try to get Armor on your gear instead of All Resist as Intelligence already gives All Resist (10x1 ratio, 10 Intelligence = 1 All Resist).

I already have cindercoat, but I can't find Devastator, so I can replace The Furnace with Devastator + Firebird Eye
Mi idea was to use tal rasha's set options to free one pasive, (astral presence), because I run out of arcane quick, and add +100 resitance to all elements.
The problem is that i can't play Grift + 33 yet.
Because The Furnace, i can kill elites faster than trash, my toughness is very low, so I die a lot.. My question is. What i'm doing wrong here ?
