Its a good starter build that is specifically for individuals who are lacking set items. Once you start to get the set items you can choose if you want to go WW or HOTA build.
I would highly recommend checking out more of the videos that Chainer and others have available to give you an idea of the gameplay for each spec and which you are going to enjoy the most for seasons.
The items you cube will depend largely on what build you go with. It really just comes down to doing a little research here on diablofans and finding what will work best for you.
I would not salvage it. That is actually a decent hellfire because you have the passive you need it offers physical resist and the CD while not perfect is still very high.
You would want to roll the strength off for CC and replace the ruthless passive with the berserkers rage passive since you have the ruthless passive on your hellfire ammy.
Looking at your gear I am assuming your running the WW build that chainer put together but your skills do not match with that assumption.
