Am not sure if you got upgrades since your post.. but your profile is running with 59% added fire damage. Which is sort of the point where I draw it's limit unless I get a perfect neck.
Overall though elemental damage is better on rings/bracers/other non-neck pieces as it almost always rolls 20% max regardless on item as Crit and Crit damage rolls higher only on Necks and offhand also for crit. So for neck, always go Crit and Crit damage if possibe. If you want a neck with a socket, the perfect would be Ele damage, Crit, Crit damage and a Socket.. Followed by Int, Crit, Crit damage and a socket.
Other things when glancing at your profile is that you run Astral presence and Dominance, 2 talens that really don't help too much past rank 36 rifts. So Conflagration might be something to maybe you'd want to look at if you fear your crit is too low.(let's you get more CHD)
the beautiful thing about diablo 3 is that almost everything scales with everything. wich makes it very easy to compare statsweights. you just weigh the stat against itself. So when you get a nice neck with 20% firedmg you can instantly calculate how much %dmg that fire dmg is by dividing the 20% firedmg with your current firedmg. so since it seem you have 64%firedmg in that link addign 20% more on a neck whould give u 20/164 =0.122=12.2% dmg increase.
now to calculate cc and critdmg you take your current stats: 36.5(+5% wich is ur basic critchance)= 41.5%cc and 282%critdmg. then out of 1000 attacks u will have 415crits and 585 hits. 1 hit hits for 100% dmg while a crit does 100+282=382 dmg. so ur total here is 158530+58500=217030 now you just do this again but added the new stats. and then divide the new total with this old one. in ur case. 10% more cc will give u a new total of 245230 wich didived by 213030 is 1.1299=13%dmg increase. while 100more critdmg gives a new total of 258530 wich divided by ur old total gives a dmg increase of 19.1%.
so ur statweights are: 100critdmg =19.1%, 10cc=13%, 20%firedmg=12.2%. and with 8100 total int, 750int on a neck will be worth around 9% dps.
judging the streght of the socket is ofc an entirely diffrent and much harder matter but for me my statweights for amulets are 100critdmg>socket>10cc>20firedmg>750int.
your firebird dot does 3000% weapon dmg multiplied by int,cc,critdmg,firedmg and elitedmg. (i am however unsure how firebird dot interacts with temporary bonuses and debuffs such as conflag/strongarm bracers/harrington, nor am i sure if it snapshots your current dmg when applied or if it adjusts its tickdmg when you lose whatever temporary buffs you had, any insight into this whould be appretiated :D)

i am not sure how CHD and CHC affect firebirds DoT damage or if they are more effective than high %fire damage
so far i have
81% fire damage
35% CHC
282% CHD
75% Bonus elite damage (without level 25 bane of the powerful
Mostly i just need upgrades for all my stuff. i just want to know if i should be going for higher CHD/CHC over fire damage
