I'm going to state this now because eventually you will all realize it. I've been doing a lot of testing and the Inarius set is definitely broken NOW (post-hotfix) and has nothing to do with the Mirinae gem.
First of all, my build is a Grim Scythe build. Always has been. I was pushing solo low GR80's with my build. The gems didn't matter for me as much as it mattered for other builds. Anyway, that's besides the point.
I tested my damage in T13 and my damage barely kills elites. Takes me 2-3 swings just to kill plain trash... like wtf? I'm full ancient + full augments (rank 60+ augments). My sheet dps is 1.6 mil. I used to be able to one shot everything with my primary skill in T13. Now, I cannot since the "hotfix".
I'm 100% sure that the devs broke something else in the set by mistake while trying to fix the gem interaction. What a mess! lol.
Here's a "before" vid that I made for a speed farming build:
As you can see, I practically melt everything. I one shot trash for sure. And I purposely used less paragon for this build for testing purposes (roughly 800 paragon). Right now, I'm using my max paragon and I my damage is maybe 40% of what it used to be. I even told a friend to come along on a different class to compare how fast he killed things in T13. He was on a less geared toon nearly one shotting everything. Then I logged on all my of my other classes that have full ancient sets + augmented and those classes didn't change in damage one bit. Actually, all my other classes with less gear can kill things faster in T13 now which makes no sense.
Something is definitely broken here.
Figured it out! Primary skills are no longer receiving the 6 set damage bonus.
The answer was found! This is the answer provided by mikotan on Official Diablo Forums. My response following his answer.

The reason we are seeing lower DPS on the primary is because the 6 piece bonus is activated by the bone storm. The very bone storm that got hit with a proc nerf. It was not the interaction with the gem that got nerfed, it was the number of times bone storm would hit.
SO if you go up with a primary, you will have to wait for bonestorm to hit a mob first before the 6 piece takes effect, and even then there seems to be some delay. After that.. and only then... will you one shot whites in T13. They also nerfed the number of mobs that bonestorm can hit at once in order to minimize the Mirinae proc. This thus affected trash clearing in speeds.
It was intended. However, it is a severe oversight on blizzards part imo.
AHHH finally an answer that makes sense. TY! This is exactly what I was trying to figure out. So... they did mess something up in the process that greatly affects primary skills. No wonder my dps has dropped a ton and that's why killing trash feels so weak now.
To elaborate you're saying that the 6 set bonus isn't working as it should. Each attack should proc the 6 set bonus while Bone Armor is active, but it's not since the latest hotfix. Since they limited the proc rate of Bone Armor I'm getting far less set bonus procs on my primary skills resulting in less dps. So let's say, hypothetically speaking, 1 out of 4 attacks procs the set bonus damage. Wow... don't know what to say. Sounds pretty broken to me.
Then there is an oversight that needs to be looked at and fixed. This, aside from gem procs is a big deal.
Is the primary skills not getting damage bonus working as intended, or something that broke?
That's exactly what's happening. Primary skills which should gain the 6 set bonus with every attack is now RNG or has a proc rate from Bone Armor, which they intended for gems but somehow it's affecting skills. So my title is actually dead on.
Update: This could possibly be affecting every skill and not just Primary skills.
Nice find. Hopefully a Blue takes a look and runs it up the flagpole.
I really do hope so. The problem with posting on Blizz forums is that you get dozens of morons replying with no clue about testing anything. I hope this gets stickied on here. This should be addressed immediately by devs.
I finally had time last night to play post-fix and found out the same thing but I could not figure out what was wrong. Pre-fix, I was able to kill easy GR 85 with my scythe and now the dps kind of suck. I hope they fix it for the season because I intent to play Necro in season (After 10 seasons of almost exclusively playing WD).
I do not know if anyone who reads this has "Blizzard's ears", but the Inarius build was VERY fun to play (as much as the WD LON who was engaging and fun to watch the graphics). It was engaging because the LotD downtime was still not so bothering because I was having fun slashing and killing mobs with my Scythe then NUKE elites. Almost all Rhatma's builds are not fun because of hand fatigue (AKA too much clicks and movements) to make it work with an acceptable DPS. It makes me want to go back to WD because it feels the pets builds are funnier. The current Tragoul's competitive build is like going back to the bad old days of running in rounds to wait for the mobs to die (or here now to get the next DPS burst beause of a stupid forever cooldown) (Remember the bad old days of the everrun wizard or WD?).
Anyway, that would be great if Blizzard fixes that little issue for the beginning of the season. I would be very satisfied for a first Necro development itteration and looking forward to next improvements in future patches.
I hope they revert some of the proc rate, and the enemy limit on bone armor. Then some how change mirinae to only proc so many times every certain amount of seconds or something creative and simple without creating more BUGS!
I was getting very frustrated before I saw this post! So...regardless of what Blizz does or doesn't do, I want to thank you! At least now I know to basically give up on that set. I personally doubt they could fix this quickly anyway. D3 development seems to be pretty slow compared to other games in their company.
Well... the one set I wanted to keep using is now broken... Huh... Thank you for bringing this to light. At least I know to wait til after a hopeful hotfix on the situation before resuming play in any serious capacity.
They finally fixed it today. Grim Scythe and all other skills are now working as intended with Inarius 6 set bonus. You will notice a huge increase in Grim Scythe damage along with other skills.
My build is once again viable and competitive. Thank God!
Check out my build which is great for pushing solo GR's with mediocre gear and probably THEE best build for Hardcore aka HC players:
