I don't like tempest rush from experience in the beta.
I didn't at first but after using it for a while now I find it to be amazing.
If you compare it's SPR per Damage it's not as good as other abilities but that's a given since it has side effects, the "hobbling" and the snare.
The snare doesn't last long enough to really be the reason to use it, it's really there just to make sure that enemies you run through don't bunch up behind you and chase/stick to you. It kind of allows you to use the skill and keep going without being swarmed.
The REAL reason to use the skill (besides on-the-move damage, which is underrated, especially when in Inferno) is the "hobbling" effect.
Tempest Rush is effectively a stun on most monsters. It interrupts them from attacking and moving. It doesn't work on champions, which is fine, every ability doesn't need to be good in every situation (duh).
But being able to "stun lock" by continually ramming monsters is really great. I can't wait to rune it. Personally, I will use this over Dashing Strike if I am to use a "mobility" skill (in PVE).

I think that only the generators count as melee attacks in this case (the old Sweeping Winds was a generator).
