Correct the teams are located in seperate offices. The creator of Fate was offered a chance to develop mythos. He worked alone on the project for sometime until FSS allowed him to hire new employees to help him out. Although the FSS team helps them when they need help the majority of the work is done by the mythos team.
Mythos will be an ongoing project and will continue to grow in content. So far the third zone will be released. And I believe 5 zones are expected in total. So don't judge mythos based on it's alpha beta stage.

I believe you are correct about the offices. That's why I don't believe it would be accurate to say the team behind Diablo is the one developing the game. I don't have an exact reference so I can't claim that for truth. I'm going to assume you are registered in the official Mythos forums with 327 posts? I know Tbaldree has mentioned several times that the support for Mythos would be ongoing. So I'm not sure if they're aiming for 5 zones, or just constantly plan to grow. Anyone who has played it, got a taste of what? Like a zone or two? It's like playing the SC2 with just the terran race available. Obviously it's going to be a grind. They currently only have support up to level 20.. They plan on implementing a ton of more fun features. It's a game I'm looking forward too anyways. Once again. Gameplay = DiabloII.

It just shows that Bill Roper wasn't the guy who made Blizzard run like a well oiled machine.
the fact that the games are published by EA cant be too good either. Hellgate did have "some" of the Diablo feeling but not all of it (not even most of it). EA usually pushes the studios they own to get done with the games quick, thus they're pretty bugged and need alot patching (that they dont get since EA doesnt really fund the teams for more than 2-3 patches).
The lack of Metzen for the background stories makes it even worse. I mean, who finds "gates to Hell opened in London and people fight agains the demons of Hell" interesting?
