I'm not sure where you found that processor since I can't really find it in any store so I don't know how much it is, but I would not recommend AMD Bulldozer today. Intel's sandy bridge is just better. Lower temperatures and higher performance for the price.
2500 is a good choice imo. 2600 for even higher performance (which again, is not really needed in D3, but always good for future games and for other tasks).
We don't know what the requirements for 'Ultra' will be (or if there'll even be an ultra setting for launch) but my guess would be that 6870 should be able to handle it, yes.

Its the budget version of the bulldozer series. Looking at the motherboard he picked and graphic card, I think he is looking for a budget version. Phenom II X4 BE would be the better choice if so. However, if you can afford it, i5-2500K (the K version so you can just OC it). 2600 is not necessary.

The 700 watt PSU even has a $50 mail in rebate atm.
And imo the case looks better, and after numerous reviews they still have perfect 5 egg score.
Again, I would recommend the Inel processor, so you would need to pick another motherboard.
Personally, I would make sure any board I got supported SSD(Solid State Hard drive) as that is the future.
Also make sure it can support PCI-Express 2.1, and whatever speed memory you want.
