I have Diablo III: Ultimate Evil Edition for the PlayStation 3, and I've successfully linked my PlayStation Network account with my Battle.net account. But when I log into Battle.net's Diablo III page, it says 'No characters were found.' I currently have two characters on my system.
I couldn't even ask this question on the official Diablo III forums, because you need a character to start a thread.
Shouldn't I be able to see my created characters on my Battle.net page, or do you need either the PC version or PlayStation Plus for this feature?
Related, shouldn't Battle.net save my characters in the cloud in case something happens to my local console save files? Or is that feature taken care of by PlayStation Plus?
The console version is not connected to Battle.net in any form. The character save files are completely local and there is no cross connectivity between the console and the pc versions.
You can backup your save files on your PS3 hard drive or on a usb thumb drive or using playstation plus but this has nothing to do with Blizzard or Battle.net.

Thanks for your prompt response, very clear. Appreciate it.
