After hours upon hours of experimentation (more than 200 hours - 7 days straight) I have a couple of theories for how legendaries drop in the game. Done on T5.
There seems to be several mechanics; 3 of which i'm pretty sure what they are.
1. Timer - this kicks in every 2hrs 45mins - 3 hours of play time, you can afk inside a rift swinging your weapon, and when the timer kicks in, i killed a boss, it was a legendary drop guaranteed every single time i did.
2. Mob Kills - there seems to be a tier system for this. White mobs count for 1 kill, elites count for different amount, rift guardians/bosses count for a higher amount. What those amounts are is unknown. Just killing white trash mobs (rats), i consistently got a legendary every 1500 mob killed.
3. Items Drop Count - ie, after a certain amount of items drop, you get a legendary. The items acquired from kadala / chests count towards this counter. This is unknown as to how many items must drop before a legendary pops up, it's very difficult to pin point.
1 and 2 are tied to each other - meaning when a legendary drops (whichever comes first -ie from timer or mob kills), it automatically resets your timer/counter and they start all over again.
Number 3 is the rogue.
This is based on my experience and experiments after countless hours of doing this since the hotfix. Let me know if you have a similar experience.

Leaving that alone. There is a mob kills mechanic, its tied to the fact that drop rates are a percentage and rule of large numbers tells us that over large enough sample size, drops will average out based on those percentages. There is also a STATED mechanic based on time without legendary and blizzard spelled it out. #3 is tied to #2 because items drop from mobs and regular drops will correlate with legendary drops because all items have a percentage drop rate.
LOL. um....all i can think of is.. TINFOIL HAT! haha.
dude its RNG. 2 nights ago i found 6 legendaries in just under an hour doing bounties/rifts in torment1, then last night i did the SAME routine and found 2 legendaries in 3 hours. its random man. its all luck.

i'm not asking you to believe what i posted. as i said this is based on my experience in a controlled state. take it for what it is. there are other factors obviously when you do this inside a rift killing mobs, difficulty level, etc. this was all done on T5 fyi. when i say more than 200 hours - 7 days, it doesn't mean i only played for 7 days, 200 hours includes those 7 days.
in addition, the first 2 are mechanics that can be taken advantage of. I did, and its completely possible to do so.
This link will explain EXACTLY how the legendary drop system works. Yes, I realize that Magic Find's usefulness has changed, but the information in that section of the guide has not.
No more theories, please. The above link is all ANYONE needs to know about the system and it's the only reliable, accurate information available.

There are two systems: The RNG & then the failsafe mechanics, I believe he is trying to uncover those failsafe mechanics.

I'm not sure why you need to mine your own data when the stop-gap measures have been clearly outlined for you by Blizzard? I suppose the issue is with a lack of trust i.e. People don't want to believe that Blizzard is being straight with them about the drop tables. This phenomenon is exemplified daily @Bnet by way of multiple "NINJA NERF" threads.
There is no precedent for anyone to accuse Blizzard of clandestine nerfing. If Blizzard comes out and explains such a mechanic, players would be best served to take them on their word.

Failsafe mechanic = after 6 hours of COMBAT with no legendary drops, your legendary drop rate increases until you get a drop. Blizzard has made it clear and obvious that the vast (VAST!) majority of players will NEVER EXPERIENCE THIS FAIL-SAFE. Yes, they have stated this.
You and everyone else wants to figure out the inner workings of the "legendary drop rate." Well, guess what? I posted a link that explained exactly how it works and you (and everyone else) seemed to ignore it because it doesn't explain the RNG you experience (except, of course, it DOES explain it). We need less wild guesses (and that's all they are: guesses) about how the system works and more people understanding that it works exactly the same as it always has and exactly the same as Blizzard themselves described it in the link I posted.
