As far as we know it Levels only. Not stats and not class. They said they might add class only gear later on.
It will be nice in some aspects (not having to get 237 Str to wear a freaking helmet), but this also means that Witch Doctors and Wizards will be vying for the same Plate Mail that a Barbarian does.
Inevitably, there will be some legendaries/uniques that are top tier and benefit ALL classes to a certain degree, and only having a level requirement means all classes will go after it.
Think like Stone Ring of Jordan, but there's also Stone Plate Mail of Jordan, Stone Wizard's Hat of Jordan, Stone Berserker Axe of Jordan, and Stone Leather Gloves of Jordan; all classes will be competing for the same exact armor pieces for several slots, instead of just rings and amulets.

Not exactly. People will be trying to get the items that fits more their build (ie. their skills, traits and runes choice). I'm sure the Dev team is working hard to add items that fit specific builds. Keeping the "fits-all" items to a minimum. Ultimatly, items that fits everyone will always be a worse choice.

While it's possible for Wizard and Witch Doctor to equip those items, in practice it won't be a problem. Melee-class type gear will only have stats the benefit melee. At the same time Spellcaster-type gear will only have stats that benefit spellcasters. So sure a Wizard can equip some Plate Mail with bonuses to melee damage, but why would they when they can equip a robe or light leather armor that gives them extra spell damage. Basically, there is "enhanced damage" from D2 that affects melee damage while there is another stat that does the same thing for magic damage. The small armor bonus won't be worth losing spell damage over.

I should have been more clear, I'll elaborate. Skill trees (As in at least X many skills must be in tier 1 before accessing tier 2) normally have some synergies, where a "+ skill to tier x" attribute could be very valuable for other tiers as well. Where as level only restricted tiers (As far as it looks now) don't have such synergies. This of course doesn't go to say that such a buff wouldn't be valuable, it just seems an unnecessary addition to the + to certain skill attribute, + to 1 of the 3 class of skills atrib, and the + to all skills atrib that we know of at least in D2.
It being there likely wouldn't hurt anything, (Unless a certain tier of skills happen to complement each other, though hopefully the Beta will sniff those out) I just feel it'd be unnecessary. Just an opinion though~

Doubt it will exist due to the 7 skill limit. I suppose some powerful item might have +1 to all skills or something. But no + to a particular skill.
Seeing as there are no real skill trees this would be a strange attribute.
