i think a cool weapon could be given out once a year as part of an annual in-game celebration, giving skills tht serve no real purpose but are very fun (transmogrify- turn target into sheep or treant. skills and stats do not change)
i like the original idea and luckmann's but id like to see them as totally unique (not another class's skill) and id like to see them adjust or scale to you (like as you level up they get stronger) and that they arent on things such as weapons or armor unless the stats on those weapons / armor also scaled with your character because otherwise you'll get a skill you love on a crappy weapon so put them on something like charms or as luckmann suggested tomes
Why would blizzard want to invest all their time creating a spell only to have it do nothing or less the nothing....flashyness would impy it being better IMO.
I was thinking more of things that give you the skill but have a HUGE drawback like:
Rage Casque
300 Defense
Caps Block Rate at 55%
Walk Speed Increased by 15%
7% Mana Leech
1 to all Skill
1 to Burst of Rage
Burst of Rage
Duration: 30 Seconds (Increase by 10 seconds each level)
Gives 7% more total damage (Damage Added's Element changed into Physical) (Increases by 1% more 3 levels, and than 0.5% for 6 levels, 0.1% each level after)
Lowering Defence By 60% (Lowers by 2 every level and caps at 32%)
Lowering Speed By 20% (Lowers by 1 every level and caps at 5%)
Usage: 10% Mana and Life which is held for the duration. (Decreases by 1.25% each 5 levels) (Mana and Health and not given back after)

How bout the ability to "Stylize" ur spell a little bit using darkness or w/e animations you can buy. (Like a darkness emblem that you can help in an emblem slot that could affect the animations of either appearance, skills, spells, or all attacks) who wants useless skills lol.
The skills don't have to be useful and strong IMO...
like what delirium did in d2 but as an actual skillll!!!!

Imagine if such a skill could be used in PvP. A nuke never though possible. Keeps the players guessing.
