Its a fast paced game, and I liked that there weren't very many cooldowns in D2. I remember there were cooldowns for frozen orb, meteor, hurricane. But these are big spells that make sense to have just one of them around (per char) every 1~3 seconds instead of being able to spam these. "Spamming" firebolt or static field is part of the game, no need for cooldown there. Those spells were balanced via the spell's mana cost.
If there are channeling type of spells in D3, I hope we are still able to move around while channeling them. You could cast the druid's armageddon and walk around but the spell had no target. I think if there were some sort of "life stealing" channeling spell (just an example), it would require a target, and while you are slowly stealing that targets life, you should be able to move around, and possibly auto-cancel if you cast some other spell or tried to attack.
And yeah, you do need to know what your doing in D2, it should be like that in D3 too. HC tests this.
