The two damage buffs are multiplicative, i.e. 1.5 x 1.5 = 2.25, or 225% damage buff (125% damage increase) together! Very good damage buff if you can spare the two ring slots and use both primary skill and spender in your build!
Why would they be made for a Sweep Attack build? Multishot set for dh says "generators and multishot", dashing strike set for monks buff generators and makes dashing strike a spender, M6 uses spenders but has to regen, WD often uses a generator to spawn fetishes and haunt for the damage boost, wiz uses different skills for tal rasha procs.
The set is definitely usable for any classes. Though many will need to adjust their builds or playstyle to fit in a primary skill.
For example, my jade WD, barb and monk do not have primary skills on the bar; sader can spam FotH for long time in Akarat champion form; my DH do have primary skill as he has not yet found the Krindershot.
