In general soft massages are best for your neck. A good chiropracter can also crack it a bit. I would advise againt rolling your neck to much as it is bad for the cartilage.
There are three reasons why the Eye of Etlich is better, though:
1) Fire damage is better than int (if you're using a fire build, obviously)
2) The high ranged damage reduction on the neck is awesome and often overlooked
3) Eye of Etlich uses Amethyst to re-roll, of which everyone should have plenty, while the Haunt of Vaxo uses Topaz, which are always a scarce resource.
Therefore: re-roll the eye and keep the Vaxo as backup, but hopefully you'll never need it.
