Does anyone else have this issue where if you create a new character and look for public games, it only shows public games that are 3-4 chapters/stages behind where you really are? Mine always does this and it never fixes itself until I hit 60..

It means that you're too low level for the current quest you're on. The public quest system goes by your character level and not by what quest you've actually completed.
To get around this, resume game. Then hit escape and open the game to public. Then you're in a public game on your current quest. You may have to reach the next objective step before matchmaking actually adds people to your group, though.

I don't think so.. I understand that system but for example, my barb's level 48 and the only furthest public game quest that show up in nightmare is the Siegebreaker one.
As far as opening a game to the public, no one joins at all, it's like the game thinks my character isn't where it should be or something
Public games has a level requirement for each quest. You can see the requirement if you select the quest.
It will be something like "allowed level 30-35." The information is a few inches above the join a game button.
yeah I know, but if im 48 and the siegebreaker says 46-51 and that even goes to the heart of sin... so... how does a level 48 not see that show up when I'm already in act 4?

You need to complete the quests before that one or be on that quest for it to show up. So you probably didn't do the quests before that one.
I did though.. I've been soloing everything because the public games are always lacking behind from where I really am... So that still doesn't make sense..
