Doesn't arcane dynamo get used up by the meteor. Found it annoying >.<

Yes, but that's a first world problem. If you learn to pay attention to the average damage you deal per missile from Arcane Torrent (or the channeling spell of your choice), you'll know when you managed to successfully buff your spell. To be safe, I usually deliberately dump my Meteors by blowing all my elements right away during a fight, then ramp up AD.
Scenario: See elite pack, cast Frozen Mist (trigger Comet), Sparkflint automatically hits (trigger Meteor Shower), build AD stacks with Lightning Blast (trigger Lightning Bind), start channeling buffed AT to finish (trigger Star Pact). In any situation where a Meteor falls and consumes AD, just pay attention to ramp up AD again. Doesn't take more than a second or two. Lightning Blast hits pretty hard for a signature spell anyway so it's not a total wash.

Blizzard has an attack turn. Frost Nova doesn't, meaning you can cast it anytime without interrupting your AT or Electrocute channel. Using up an attack turn and interrupting your channel is even more problematic on higher Torment levels where Arcane Dynamo becomes a far more attractive option. It starts getting clunky if you have to use AD to buff both Blizzard and AT and have to stop channeling AT to cast Blizzard. In addition, Blizzard costs 40 AP. Unrelenting Storm deals 162% weapon damage per second during its 8-second duration. Frozen Mist costs 0 AP and deals ~114% weapon damage per second during its 8-second duration.
Unrelenting Storm (Blizzard in general) has a proc coefficient of 0.0125 compared to Frozen Mist's 0.05. The latter has a huge LOH and APoC return advantage. The only advantages I see from Unrelenting Storm are slightly higher damage per second and slightly bigger AOE. Justifies the 40 AP cost, visual noise, and sustain disadvantages? I personally do not think so.
Started having fun with that 4pieces Tal yesterday, and first thing I realized is that
you can proc meteor with the weapon damage type.
So if you have a weapon that has the primary affix "+ X to Y arcane damage", attacking with that weapon with any skill will trigger that meteor. I realized that because my weapon had a cold damage bonus to it and my electrocute was triggering the cold and lightning meteor proc.
Spec wise, I went with cold focus cause my wiz was cold last time I played it (3-4 weeks ago) and I do t4 very easily with that. - (lightning) Electrocute + surge of power - (cold) Frozen Orb - (fire) Familiar + sparkflit - (arcane) Black hole + spellsteal - Force Weapon - Pinpoint barrier
I updated my last post with my build (probably at the same time you were posting your post haha).
Well, I might be wrong here.... but I was saying that since it happened many many time so I went and tested it and it worked on my side. Like I wasnt using my frozen orb (only cold dmg here) and was seeing that cold meteor being proc'd. My weapon is the Utar's roar.
I went ahead and did another test. I switched for a wand that has arcane dmg, and without using Black Hole, I was often seeing my arcane meteor being proc'd.
EDIT : try and test it with Electrocute. Maybe its electrocute that is buged... When I get home I'll retry those test with different spell and keep this thread updated.
EDIT 2 : My follower wears the Mad Monarch (which is poison if Im correct), so it cant be him proc'ing it
CDR (@55.57%) is such a awesome stats to have, I could now easily kite stuff and do T6 easily.
i need to farm another fire andy's with CC on it, then i can get rid of ias for sockets. ( x ias for 12.5% cdr)

i use illusionist to skip trash, do hell rifts and finding Kha's Den bounties, i could get them done avg 3mins per quest on T6
if you see me having illusionist as passive on my profile, which mean i am soloing farming gold / exp lol...
what i normally do, I change blackhole to teleport and have illusionist as passive, you could just spam teleports whenever get hit. Once i got to the place i switch back to Blackhole
I.e 2 teleports could get you to lvl 2 of hell rifts, few teleports should locate Kha. Den rofl...
some of my wiz frds said CDR affect Tal's meteor cooldowns, i am seeing alot more meteors falling from the sky
5% crit from Pinpoint is nice obviously, but i like the born set 28% cdr lol ....
having icicle Fam. and 5sec ish black hole. you could probably just stand still really, kite stuff when you really have to. 2

Tested this before and it does not work. If your weapon has the chance to chill or freeze a target, however, it can proc a Cold Meteor.
Edit: Just tested; chilling and freezing targets with gear procs do not trigger cold Meteors.

Honestly, I haven't found a cold spell that is worth giving up Prismatic Armor at higher torments.

You will have to do some maths to see if the 10% loss in dps from Familiar and 10% from Magic Weapon-Force Weapon.

i think conflag would be better too, for myself and the party.
CDR does affect Tal's Meteors, really does. you should try having channeling pylon nor empowering shrine. You would see the different.
20% and 50% cant really tell. (6.4 sec vs 4sec)
but then again having shorter cd on blackhole is realy nice, meteor - molten impact fun to play with lol...

Standing by a target with Frozen Storm ticking away:
0% CDR: Comet every 8 seconds.
45.5% CDR (8% shoulders, 6% source, 12.5% Diamond, 20% Evo, 10% Paragon): Comet every 8 seconds.
Using Electrocute with 45.5% CDR, Lightning Bind every 8 seconds.
