Not sure, but could be the classic black weapon issue. Is that an old Triumvirate? If so, it's elemental bonuses are (fully) applied to the 1.8k weapon but not to the other one.

Actually for an old Triumverate, your skill damage type doesn't matter.
As long as you're using a "black" weapon (+min/max dmg, no element), triumverate will boost it by 15-21% from the arcane/lightning/fire damage bonus.
It'd be like having a weapon that rolled +1000 to damage and also gets +70 fire, +70 lightning, and +70 arcane damage.
Now your weapon has +1210 to its damage, but as a wizard, it'll all be converted to whatever spell you use. If you use Frozen Orb, it's all cold damage, even though it started off as physical, arcane, fire, and lightning.
This is why 'black damage' modifiers (+X% to fire damage, etc) were removed from new items in RoS - it's probably a bug (because it's not very intuitive) and it was overpowered as well as very difficult to understand. They were replaced with +X% to fire skill damage, which is much more intuitive. A new Triumverate wouldn't help your cold wizard at all.
I'm leveling my Wiz atm and i found a new 1h that i thought would be a big DPS upgrade, but it seems its not the case (its actually a downgrade)

tyvm, here is a screenshot comparing the 2 items. I assumed the 2k dps weapon with + int and + AS would beat the other one hands down ! why not ?
