Looking through the majority of the items on the official Diablo 3 page, you immediately notice that the most common attack speed modifier is increasing the attacks per second by a fixed amount. For example, Natalya's Gaze gives you .20-.25 increased attacks per second. Since this is a fixed number, not a percentage, this will be significantly more helpful to slower weapons than to faster weapons. I assume that someone at Blizzard will eventually notice this and change it to a percentage, but perhaps that's never been their intent.
If you have a crossbow that shoots once per second and averages 100 damage a .25 increase in attack speed means you'll now be shooting 1.25 times per second, or a 25% increase in damage. i.e. you now do 125 damage per second.
If you have a pistol crossbow that shoots twice per second and averages 50 damage a hit, a .25 increase in attack speed only translates into a 12.5% increase in damage. Significantly lower.
It's possible that for players dual wielding that the increase in attack speed is somehow doubled, permitting both weapons to gain from it equally and increasing total attack speed by .5 APS, but that seems highly unlikely as it could easily start getting Demon Hunters firing as such insane speeds as to potentially break something. If you could get yourself to 3 attacks per second using gear, if you used both Shadow Power and Rapid Fire at the same time, you would be looking at an attack rate of 36 shots per second. I'm not sure what that would look like, but I think since the firing rate could be faster than your frame rate, it would get to be somewhat blinding.
But back to my original point, if they leave it this way, eventually Crossbows will be the exclusive weapon of all min-maxing Demon Hunters because they will do, by far, the most damage due to the scaling of damage due to increased speed. Has anyone seen a Blue commenting on this anywhere?
I'm not sure whether the stat actually is a percentage, or instead really an arbitrary "% faster attack", which shows as more intuitive "+ attacks per second" user end. This is just guesswork, but it seems such a rookie math error to bias slow weapons with such a stat. So my guess (without any proper research) is that the stat scales on each weapon based on its speed.
+APS bonuses are not an error as long as flat +damage bonuses are just as prevalent since flat bonuses favor high attack speed weapons.

If I understand this correctly, dual wielding fast weapons with high dps would make that an insane stat (since the bonuses actually double per weapon)? I haven't seen the new items, but do the slow and fast weapons have the same dps (ie faster weapons have slower minimum and maximum damage that they make up for in attack speed)? If so, that is kinda insane is it not?

The "+1 attack" stat you show there appears to be making it so that you deal damage twice whenever you attack. I know of no such stat.

Your understanding of dual wielding is also completely off. Dual wielding gives you a +15% Attack speed bonus. Your attack speed is not doubled. When dual wielding, the weapon with which your damage is calculated alternates between mainhand and offhand.
How it would work is:
Slow weapon (1.0 APS) 100 damage per shot. Without +APS from gear. 10 sec= 10 shots = 1000 damage
Slow weapon (1.0 APS) 100 damage per shot. Now +1 APS from gear. 10 sec= 20 shots = 2000 damage
Fast weapon (2.0 APS) 50 damage per shot. Without +APS from gear. 10 sec= 20 shots = 1000 damage
Fast weapon (2.0 APS) 50 damage per shot. Now +1 APS from gear. 10 sec= 30 shots = 1500 damage
