Look at this thread, for my own opinions. WW Barbarians differ from most other melee versions in that they need to prioritize crit chance even at the expense of crit damage, whereas melee barbarians should keep both chance and damage in balance.
On a budget, I'd go for the bare minimum requirements for strength (1500), resist (500 - unbuffed), vitality or helm gem (5000 HP) and put all you can into crit chance. Start by pricing the easiest and cheapest gear first: belt, pants, boots and shoulders. Then move onto the chest, gloves and helm. Then the rings and amulet. Finally, how much do you have left for the weapons?
With 10mil I'm not sure if you should gear up for act 3 as your DPS would be low if you want to have sufficient resists/loh to survive at a farming-worthy level. I will try suggest what to get to farm act 3 anyway, but you'll have to see maybe getting less resists and more DPS for super-fast act 2 farming rather than slow act 3 farming will be better for you.
LOH on offhand only. 800 minimum. Since offhand doesn't need to have good DPS (in fact, you'll get much faster killing speed for your gold at any budget by going for a low DPS offhand), it's the only place to get LOH that won't cost a fortune.
Critical damage on every item other than weapons is very expensive. If you end up buying everything except gloves and have enough defensive stats, you can try to at least get a bit of extra critical damage on gloves. Offhand can have a lot since with low DPS you can get very good stats (at least 2 of the crit dmg socket high str combo on top of the LOH should be cheap, but getting all 3 can be out of your budget).
For main hand stick with just critical damage or socket (while taking into account saving the gold on the gem) and just very high damage. Preferably mace. Getting something with more stats and less damage might be worth it if it's a good deal but usually at that price damage it's easier to get damage out of just high DPS and 1 good stat.
Critical chance on every item that can have it - minimum 3% each ring (4-4.5% is nice but can be expensive), 3% bracers/helm (maybe 4.5% if you find a good deal, but not 5-6% as it'll cost a lot more), minimum 6-7% amulet and try maybe even more, and gloves minimum 7% and try 8-8.5% (9-10% will be expensive but not completely impossible to find a good deal).
Resistances should be 800 buffed (or ~600 for act 2), so 533 unbuffed minimum (400 for act 2). Armor can make up for it, usually at about 10:1 ratio, at least when using enchantress and tough as nails. Try get most/all of it from bracers, shoulders, pants, chest, helm, boots. Then fill it up (in that order) from rings, gloves, amulet. Amulet is the last place you want resists as it can have very high other stats, only up to 70 resists, while overall amulets and rings are more expensive than other items. Rings before gloves because rings have low max possible stats while resists do go up to 70, while gloves can have good stats, so even though rings are more expensive you may want to patch up resists there.
35K HP is good. 30k is manageable. 40k is for really facerolling everything. Get most of it from pants/chest, as high vit and resist with low/no str and sockets should be cheap and you can get a lot more vit on chest/pants than other items. Of course, to get enough you'll have to get some more vit on other items, but due to cost it won't be a lot of vit per item. Which items to get it on depends on what good deals you find.
Shoulders can get a lot of str (up to 300), so don't get too excited seeing 150 str on a shoulder with no vit. Either get >200 str and no/low vit or get a bit under 200 str with some vit, depending on what you need to meet the survivability requirements and the deals you find.
Movement speed boots is critical. Maybe even give up critical chance on bracers to get even more movement speed with a cheap pair of lacuni, at least if you're sticking with act 2 farming where you can get enough DPS to faceroll everything (though in act 3 the DPS loss for paying for a lacuni might not be worth it at your budget).
Once you understand what you actually need, make sure you spend at least 2-3 days deal hunting. If you're not sure if something is a good deal, wait to see how quickly it gets sold. If it sold quick, next time you see something similar or better for the same price you'll know to buy it. Better to miss a good deal (you'll find more!) than to buy a bad one (once you do buy a bad deal your gold is forever lost).
By the way, this is all very similar to what I'd say to higher budgets, with the only difference is that for higher budgets you would:
- Get critical damage on basically everything that can have it in addition to critical chance and strength.
- Spend even up to a week or more looking for items. The higher the budget, the more time it'll take to find a good deal and the more you'll save by finding one so it's worth the longer wait.
- Get closer to max resistances and possibly extra armor on as many items as possible so you can avoid them on gloves/rings/amulet for even more DPS.
- Get a lacuni for sure, no questions asked (the higher your budget, the more stats it should have).
Budget Barb is extremely difficult now with prices where they are, so be prepared to sit on the AH sniping good deals. It is still possible though.
I recommend you aim for a balance, so no trifecta items, aim for splitting your DPS pieces between your ammy, rings, gloves, and bracer, and don't aim for defensive stats on those pieces. Get Crit Chance or increased attack speed on those pieces with strength. Just aim for one or the other plus strength. On your defensive stats go big on vit for your pants and chest. Aim for good str on shoulders and boots (also 12% run speed). Aim for your crit dam and LoH if possible on your weapons, so go for socket above dps and don't worry about str on weapons if you can get a better price without it.
Aim for 40% + Crit chance, 38k-42k HP and 600AR unbuffed. You can also use physical resist in place of resist all in some slots, and try to get your physical resists up to 900 that way.
That should be a good start for you.
