I always thought this was a triggered ability, but it isn't. You just get the ability to cast it when you are hit.
I am questioning if it is worth it in the end, it is a good healing potion, does some nice damage and if you use the Crit rune, you can get benefits that way.
I guess you've seen the Revenge clip in the Overpower thread, and my answer is yes; it is good for everything.
It has AoE damage (and quite a lot of it), with many targets it heals huge amounts and procs a lot. All this without runestones.

Now, imagine you're standing in a pack of mobs, all hitting you constantly. Each of those attacks represents one row. As you can see, it will proc insanely fast. It is very feasible to reach a constant 1 proc per second with Provocation, depending on which limit you choose to use. Don't forget that each target is leeched (6% of Max Life each target, the talent calculator is lying), and that each targets takes a whopping 220% weapon damage each use.

Yeah, I agree its quite good. So good, in fact, that I don't think I've put together a Barbarian build that doesn't take Revenge and Provocation (aside from a few crit builds that use the Best Served Cold rune). Its nice to see the numbers backing up my inclinations, but like you, I expect it to be nerfed. Just comparing it to other similar barb abilities: Overpower (Revel) and Rend (Blood Lust), it seems just...better in every way you'd want it to be.
It will definetly be nerfed. I see the way you put it and this not what i was thinking at all. If this goes live, you would definetly go revenge instead of overpower.
seems like its a nobrainer for HC, great damage, great healing. ofc its kinda inconsistent but using this for the damage will indeed help you some times when you least expect it...
what im saying, you cant use it as a means to survive, one day it WILL fail you. use it as bonus healing
