The best weapon to drop for in-geom is Kyroshiro's blade. It's a big multiplier, especially for RGs, but the Torch and Sweeping Wind are mandatory for damage and cost reduction - and the speed from in-geoms more than offsets Rift Guardians taking a few extra seconds to kill.
Since you're going to be constantly fighting enemies, and SWK no longer consumes sweeping wind stacks, Kyrosiro's Soul belt isn't required. Keeping 10 stacks of sweeping wind up is pretty easy with in-geom. Drop in a goldwrap for toughness.
I took harmony and the desert shroud so you don't get instant killed at the first pack before you have some gold. Drop all other defensive options for extra damage and some resource recovery. Pop air ally if you run low on resource - with enough CDR you should never run out before Air Ally is back up.

Tested with 1k paragon, and crap gear on the PTR with no augments. Build works great solo at T13, though dropping Kyroshiro's Blade makes the build take too long against bosses in higher (GR75-80) speed GRs - and the build is really squishy without goldwrap.
Also might not be the best boss killer in groups.
