I hate stacking CDR. Just makes me cranky. I like LoH or CHC/CHD much better. However, without breath of heaven, how do I generate? Strong spirit of course!
With this build you basically have the 2 piece raiment bonus as for any generator build, and the 2 piece uliana bonus to apply EP.
My gear isn't that great but I cleared a 61 with this. Again, no Epiphany - just LoH for weapons, and Spirit guards and ancient parthons with wall of wind for DR. Again the spirit generation is entirely from Strong Spirit EP. It actually works amazingly well - spirit is maxed the second one mob dies. It stays maxed for the entire rift.
Dash in - couple hits - cyclone - couple more FoT - Palm is everywhere - WOTF - death
Obviously the only weak(ish) part of this is single target/rift boss. I've tried running a rue chambers, and that works well too. Basically you have to kill packs super fast (and you can) to leave enough time for the boss. Even with my so-so gear and paragon level, my 3rd hit of FoT crits for 2.5-3B. However, I really think the choice should be between CoE and Unity, depending on whether you are farming or solo rifting.

Yeah I just slapped this together after a little testing, you are right. Hellfire is critical. I use the tgods vigor for damage because it always rolls with +lightning, and I found I had enough DR from spirit guards and wall of wind in GR60. The main thing I was trying to do was buff my fist of thunder damage for the rift guardian, as spirit regen would be low without EP proccing.
However, if you are going above 60 you should definitely do string of ears, especially in HC.
